Important Changes to Oxford City Council Tax Discounts and Exemptions

Due to changes in legislation, certain council tax discounts and exemptions will be cancelled with effect from 1 April 2013.

The changes will affect empty properties, second homes, and new builds.

A premium will be charged on properties classed as 'Long Term Empty' properties that have been empty for more than 2 years. These are the changes for:

Empty and Unfurnished Property undergoing major works/structural repairs -

Rates up to 31st March, 2013 - 100% exemption for up to 12 months, followed by full charge.

Rates from 1st April, 2013 - 25% discount for up to 12 months, followed by full charge. If the property was empty immediately prior to 1st April 2013, then any empty period will count towards the 12 months threshold for discount purposes.

For  New Buildings or Buildings produced by structural alterations to an existing building -

Rates up to 31st March, 2013 - 100% exemption for up to 6 months followed by full charge.

Rates from 1st April, 2013 - 25% discount for up to 6 months followed by full charge.

The changes for Empty and Unfurnished Property are -

Rates up to 31st March, 2013 - 100% exemption for up to 6 months followed by full charge

Rates from 1st April, 2013 - 25% discount for up to 3 months followed by full charge. If the property was empty immediately prior to 1st April 2013, then any empty period will count towards the 3 months threshold for discount purposes. If a 25% discount has been awarded in respect of an unfurnished and unoccupied property (thus meeting Class C criteria), no further discount may be awarded unless the property is re-occupied for a period of not less than 6 weeks.

And the Second Home Discount -

Rates up to 31st March, 2013 - 10%

Rates from 1st April, 2013 – Nil

There will be an Additional Premium (levied on properties empty for at least 2 years) -

Rates up to 31st March, 2013 - Not applicable

Rates from 1st April, 2013 - Full charge plus 50% premium (total charge 150%)
