Making Tax Digital for Chelmsford landlords: what you must do before April 2027

If you own rental property in Chelmsford – whether that is a flat near the High Chelmer Shopping Centre, a family home in Broomfield, or a terraced property close to Chelmsford Railway Station – tax administration for landlords has fundamentally changed.

Making Tax Digital (MTD) for Income Tax Self Assessment is no longer on the horizon. Phase 1 went live on 6 April 2026. If you are already in scope, you are legally required to act now. If you are not yet in scope, April 2027 is approaching faster than most landlords realise.

At Martin & Co Chelmsford, we have been part of this community long enough to know that regulatory changes – however well-publicised – can still catch experienced landlords off guard. That is why we are breaking this down clearly, so you know exactly where you stand.

What is Making Tax Digital for Income Tax?

Making Tax Digital for Income Tax Self Assessment (MTD for ITSA) is HMRC’s programme to modernise the UK tax system. For landlords, it requires digital record-keeping and quarterly updates throughout the year, alongside an annual tax return through compatible software.

The aim is to reduce errors, improve accuracy, and give both landlords and HMRC a more up-to-date picture of income and expenses across the tax year.

This is not optional. Once you are in scope, compliance is a legal requirement.

Are you already in scope? The £50,000 threshold explained

Phase 1 of MTD for ITSA launched on 6 April 2026 and applies to landlords whose gross rental income – combined with any self-employment income – exceeded £50,000 in the 2024/25 tax year.

How does this affect Chelmsford landlords specifically?

This is where local context matters. Average rents in Chelmsford currently sit at approximately £1,480 per month. Run the numbers and a landlord with three or more properties is likely approaching or exceeding the £50,000 annual gross income threshold.

Crucially, if you have two rental properties and any self-employment income on top – whether from a business, freelance work, or a second trade – your combined income may already place you firmly within Phase 1.

Landlords with properties in sought-after areas such as Moulsham, Springfield, or the rapidly growing Great Baddow corridor are particularly likely to be in scope, given the higher rental values those locations command.

What Phase 2 means and why you should not wait

Phase 2 of MTD for ITSA comes into effect on 6 April 2027, lowering the threshold to qualifying combined gross property and self-employment income above £30,000 in 2025/26, unless exempt. This will bring a significantly larger number of Chelmsford landlords into scope – including those with two properties at current average rents, or those who have recently increased their portfolio.

HMRC has actively urged landlords to begin preparing now, well ahead of the April 2027 deadline. The administrative changes required are not trivial, and leaving preparation until the last moment creates unnecessary risk.

What MTD for ITSA actually requires you to do

Digital record-keeping

You must use HMRC-compatible software to maintain digital records of your rental income and allowable expenses. Spreadsheets alone are not sufficient unless they are linked to compliant bridging software.

This means recording every rent payment received, every allowable expense, and every relevant transaction in a format that can be submitted digitally to HMRC.

Quarterly submissions

Alongside an annual tax return, you will submit four quarterly updates to HMRC each year. These are cumulative summaries of your income and expenses from the start of the tax year – not full tax returns, but structured digital submissions.

The deadlines for each quarter are:

Quarter 1 (6 April to 5 July, or 1 April to 30 June with a calendar election): due by 7 August

Quarter 2 (cumulative to 5 October, or 30 September with a calendar election): due by 7 November

Quarter 3 (cumulative to 5 January, or 31 December with a calendar election): due by 7 February

Quarter 4 (cumulative to 5 April, or 31 March with a calendar election): due by 7 May

Missing these deadlines carries real consequences.

The Final Declaration

At the end of the tax year, you will complete a Final Declaration – this replaces the traditional Self Assessment tax return. It is your opportunity to make any additional adjustments, claim reliefs, and confirm your overall tax liability for the year.

Understanding the penalty regime

HMRC is introducing a points-based penalty system for MTD for ITSA. From the 2027/28 tax year onwards, each missed quarterly submission earns a penalty point. Once a landlord accumulates enough points, a fixed financial penalty of £200 per late filing applies.

This is a significant shift from the current penalty structure and is designed to be cumulative. Landlords who miss multiple submissions in a year will face escalating consequences.

The message from HMRC is clear: compliance from day one is far easier – and far less costly – than catching up later.

How Martin & Co Chelmsford supports landlords through this

At Martin & Co Chelmsford, our fully managed service is built around exactly this kind of challenge. We understand that most landlords – whether you own one property in Writtle or a growing portfolio across Chelmsford’s surrounding villages – did not become landlords to spend their evenings navigating HMRC compliance updates.

Our team handles the day-to-day management of your property, maintains clear and organised records of rental income and expenditure, and keeps you informed of every regulatory change that affects your investment. We are part of a national network with over 30 years of lettings expertise and more than 41,000 managed properties – and we bring that depth of knowledge directly to landlords here in Chelmsford. Our tenant portal also gives tenants a way to report issues, helping us keep property management records organised.

Why a managed service makes MTD easier

When your rental income and expense records are already being maintained professionally and accurately through a managed service, the administrative burden of MTD becomes considerably lighter.

Clear, organised records – the kind that Martin & Co Chelmsford maintains as standard – are precisely what MTD-compatible software needs to generate compliant quarterly submissions. Landlords on our Managed or Premium Managed service are better placed than most to meet these new requirements without disruption.

Support for landlords at every scale

Whether you are a first-time landlord with a single property in Chelmsford city centre or an experienced investor with a portfolio spread across Springfield, Galleywood, and South Woodham Ferrers, the MTD obligations are the same once you cross the relevant threshold.

We work with landlords at every stage of their property journey – and our local team, rooted in this community, understands the specific pressures and opportunities that come with owning rental property in and around Chelmsford.

Steps you should take right now

If you are unsure whether you are already in scope for MTD Phase 1, start by reviewing your gross rental and self-employment income for the 2024/25 tax year. If the combined total exceeded £50,000, you are legally required to comply now.

If your combined gross property and self-employment income in 2025/26 was above £30,000 and up to £50,000, you must start from 6 April 2027 unless exempt – but HMRC’s advice is to begin preparing well in advance, not at the last moment.

Speak to a qualified accountant who understands property income, and ensure you are using or moving towards HMRC-compatible software. If you are already a Martin & Co Chelmsford landlord, speak to our team about how your existing records and management service can support a smoother transition.
