Boris Johnson, Mayor of London, has backed a proposal by Shelter that employers should be able to offer tax free loans for helping their staff with rental deposits.

A Shelter survey of private tenants in 2012 found that 19% borrowed money to pay their tenancy deposit, with some using payday loans. Shelter is leading by example by offering such a scheme to its own staff, offering up to two month’s salary interest free.
